Need help with Chinese passport

Just found out passport expired 3 months ago and i've been told to go Consulate General of The People's Republic of China in Los Angeles but what do I have to bring there and how much do I have to pay. I've been trying to call them for weeks but noone picked up the phone. Thanks.
