Because FBI is doing the NC, USCIS has nothing to

do with it. If you NC is cleared, FBI will notifies CIS. If CIS office didn't say anything to you, it means the NC is not done yet. Now, according to the new policy, NC won't affect the process of the GC application that much as before.
