when will new fiscal year start?

All experts:

I read some post about no visa number for this fiscal year. New visa numbers will come after 10/1? I am not clear on what they talk about. Is there something that USCIS will use visa number since 10/1? When will the new fiscal year start? I know there are visa quota every year. And every country has 7% of total visa quota. I am not sure whether I understand clearly.

Plus, recently I didn't see any Chinese EB2 got approved from trackitt.com. So I suspect those post are right that no visa number now. Everything had to wait till 10/1? Anyone knows?
