Background Checking for H4 Visa?

My hu*****and went to US Consulate General in Toronto for his H4 visa today. The officer asked his degree. He told the officer PhD. She asked research area, he said Artificial Intelligence. Then the officer asked him to send his CV, publications, research area in the past and current via email. After receiving his CVs etc., they will decide whether or not give him H4 visa. Does anyone know visa type that needs be background checking? Are there any documents talking about this? Thanks!
