IS WELCOME NOEICE AS SAME AS APPROVAL NOTICE

I have totally got three kinds of email from USCIS: 1."card production order" , 2."welcome notice mailed", 3."approval notice sent". But I only got the card and the welcome notice by mail, not got approval notice untill now. Do anybody know the diffience between them? Thanks a lot.
