Yes, my I-140 was approved at NSC before my I-485 was submitted to TSC. I'm not sure if my I-140 was sent to TSC but our company's lawyer filed I-485 directly to TSC upon my request. I know a lot of people are counting on updates on I-140 to have a clue whether their I-485 application is being "touched" or assigned to an IO. But in my case, there is no update on my I-140 before my I-485 approval.
