InfoPass experience, confused...

Just came back from the immigration office in San Francisco. seems like the old guy there knew very little about the whole process when I was asking questions, like whether our NC were cleared, which step our 485 cases were in.

The only information I got from him was that, FBI has finished NC, returned our cases to homeland security (USCIS I guess?) and no decision has been made.

Does anybody know what that means? Which step are we in?
