J dependent should get her waiver through her J1 spouse. Without waiver you can not change your visa status in US, but you can change your visa to F1 outside US, i.e. third country visa in Canada, Mexcico.
You can wait for the aproval of your hu*****and's waiver application, then apply for status change.
