NC still Pending! Can I do a service request at Inforpass

PD Jun. 2005, 140 PD Feb. 2006, 485 RD Jul. 2007. Just called customer service at NSC, was told NC still pending, and 180 days memo won't work. What should we do next? Can we go to Inforpass to ask a service request to speedup the NC, or write to congressman is better?
