Xiaobaitu Pjiang please help!

My sister has been applied for visa application a couple of times in 2000. But because of misunderstanding, the visa officer thought her application material was not true. She used the old version of passport. Now she has changed her passport with the new version and the number should not be the same. My question is: if she applies for visa now, will the visa officer find her previous record?
