F-1 status question

My fiancee get I-20 from a university in Virginia, and she got a visa this summer using this I-20.

Now I am working in Kansas city, MO. My fiancee got at Kansas city on July. I help her applied a local university in Kansas city. The school accepted her but require her to transfer the I-20 from that university in Virginia instead of issuing a new I-20.

I called that university in Virginia, they refuse to transfer the I-20 unless she studied one semester in that university.

The local school said every thing is fine since they call a organization named SEVIS and let this organization to solve the problem. They said what we did are all followed the U.S rule. They said my fiancee can register class in the local school.


I am not sure who is correct since I left school for long long time ago.

Is anybody know about this.
