VSC is much faster, the processing dates in 2006 for FB1 and FB3, so I guess your case is in CSC, which shows 2003 processing date. It's not a big problem, because family based cases PD moves steadily and I-130 will only need to be adjudicated 6 months or so before PD is up to give NVC enough time to start the process.
Slow I-130 process will also help protect the child from age-out, if applicable to your category.
