It's not that local officer's place to say whether your case can be approved before NC clear, it's up to the case officer at service center whom your case will be assigned to. You case officer should follow the rule directed by his/her service center supervisor.
In your case, even your NC is clear, the local officer should not do anything for you if he/she is doing his job. Because your processing date is not up yet.
