This memo reminds one thing that people might be panic but it actually was not a new intepretation. When I485 denied and the person has been in AOS for the past 180+ days without a valid non-immigrant are not eligible to file I-485 without first re-entering and gain a non-immigrant status. Because AOS is just an authorized stay pending a decision but not a legal "status" as in non-immigrant status to invoke 245k.
