The I-140 petition must be approved before immigration will approve your I-485 applications. Immigration in service center will often approve the I-485 applications in there and send notification via mail of the approval. Sometimes immigration will send the I-485 applications to the local office if they want to interview the I-485 applicants before making a decision on the case.
