i am trying to answer

1. H4 cannot work. then means u cannot 在EBAY开店做小生意. that is illegat.
2. you have no reason to get 1099 unless you ask the accountant to prepare 1099 for you.
3. H1 is under specific sponsor(employer). he can only work under this specific employer. it is illegal for him to work for others including for himeself(eg 开店)
