如果拿J1的时候是中国公民除了回中国2年外无解。

当时是加拿大公民的话看DS-2019/IAP-66上有没有2年回国服务的要求，没有的话不用申请waiver。有的话向DOS和加拿大大使馆申请no object waiver。不确定的话可以向DOS申请个opnion letter。
