This is a kind of new rule announced in April 2008. It is actually 90 days other than 3 months. It is tough. Formerly, you can do without a job during OPT, but now it is not the case any more. It is hard to change jobs, so one has to be careful before choosing an employer. I met a bad employer who wanted to take advantage of me by asking me to work on Sundays before applying an H1 visa, and I left him during my OPT and had 85 days of gap, but that was before the new rule.
