H1 transfer

I work at a university with an H1-b visa. I am planning to transfer to another university. How does the transfer process work? Do they have to file the transfer application to USCIS before the starting date?

When will be the first day that is legal to work? Is it the day when they file the application, the day they got the receiving notice from USCIS or the date they get the approval notice?
