收到USCIS letter 但十分困惑?

My PD is 12/02, EB3 and I know that there has become U since July and I do not keep hope to receive any information since this May. But I did a SR in early May and received a letter today and my friend also received a SR letter recently.
I received the letter from USCIS which is the situation 1. but my friend received the letter like situation 2. So I am very confused!

1. Your case is actively processing and your case need additional review and we need more time. Please contact with us if you do not receive any information within 6 months?

2. Your case is currently waiting to be placed with an officer for review?

What is the difference b/w and which situation is at better place? Thanks!
