H4 is a kind of dependent status, if H1 is laidoff, H4 also lost status, and both H1 and H4 must leave USA if H1 can not find another job at once. But F1 is a kind of independent status, if H1 lost job, he/she can change to f2 to keep status. The difference is so clear. What would you prefer?
