You can not withdraw H-4 petition or request H-1b PPS. Doing so will put you in a situation of H-1b approval with no I-94 card.

You can't work, until H-1b has been approved. The H-1b petition should be a new employment, not a transfer.
Your situation is totally different from the example you brought in. In the example, the guy was in status when H-1b transfer was filed even after H-4 petition, so he didn't need to have H-4 to be approved in prior or he could withdraw H-4 petition.
You're now in no status, so H-1b approval depends on your H-4 approval.
I might think you were late to file H-4 petition. Your I-539 should have been received by USCIS, before the expiration of your previous H-1b.
