immigration visa fee

Hi, I need help on the Immigration Visa Fee. I paid $335 for my parents visa application fee already. Yesterday, they received the appointment letter in China but they are required to pay another 2800RMB for visa fee? Please let me know if it is normal to pay twice? Thanks a lot
