extension is not revalidation

The only thing that changed here is that DOS no longer give visa revalidation inside the States. Those who need the visa stamps have to go outside the U.S. and get theri visa stamps at U.S. consulates or embassy.

The rule has nothing to do with visa status extension and change of status. You deal with INS instead of DOS in this kind of things.
