Since you lost original H-1, you need the concurrent H-1 to build a bridge in order to have your new H-1approved.

The new H-1 is approvable only concurrent H-1 has been approved. So PPS does not help at all, unless you don't care to apply visa in case new H-1 is approved w/o I-94.

The expiration of original H-1 plays a role here. If it is yet expired, and USCIS does not know your separation with original employer, the original H-1 is considered valid so your new H-1 may be approved w/ I-94, regardless concurrent H-1 is denied or approved.

As long as the concurrent H-1 is pending, you may start working for new employer upon new petition's having been filed.
