answer is NO. WIC and Medicaid for baby and mother is NOT public charge(burden).
go to ins.gov search by key word "public charge"

in 1996, President Clinto singed into law that WIC and Medicaid are not Public Charge for GC application.

We used Medicaid when baby was born and answered NO on form. we got our GC in 2000.

WIC and medicaid are humanitarian aids, not counted as public burden.
