I do not where you get the answer for the Question "主申请人的配偶或子女, 在递交I-485时, 是否必须在美国国内?", but I do know when a person (anyone incudling family members) who wants to file I-485, this person has to be in U.S. when he/she is filing I-485. Otherwise, if he/she is outside U.S., he/she has to go Consular Processing for his/her GC application. FOLLOW-TO-JOIN is another procedure for Consular Processing, no 单独排期,but may take several months to one year to get GC.
