If it's I-130 denial, you need file appeal to Board of Immigration Appeals with form EOIR-29, the fee is $110. You need to file to the local CIS office that denied the I-130 first, they will refer the appeal to BIA. I assume you attached affidavits, statements, supporting docs, or briefs with the appeal, in rebuttal to the CIS finding that the marriage is not bona fide.
