奇怪的140 和485 处理进度

一直在查各中心处理的进度。发现处理进度很奇怪∶

我去年12月递交的140到Texas，一直留意Texas 的140处理进度，所以以此为例。

April 15 更新的进度表明∶Texas Center各类140已经处理到July, 20, 2007
May 15 更新的进度表明∶ Texas Center各类140已经处理到Aug, 23, 2007
June 15 更新的进度表明∶ Texas Center 各类140又退回到 July 20, 2007

请问这是怎末一回事？
