你如果说的是签证visa stamp，那么是的，在美国国内

办理visa stamp的服务已经中止了，如果你说的是从F1-H1或J1-H1的身份转换（status),那么还是可以在美国境内办理。这个visa stamp 和visa status是两回事，人在美国不需要visa,那时入境美国时的需要。但是必须有有效地status。
