B2 extension

My parent's B2 will be expired by in Sep. 5. Can I help them to renew their B2 by filing I539. Some people say that USCIS is no longer processing B2 extention? Is that true?
If I can renew their B2, could anybody tell me what documents I should prepare, in addtion to I539? Do I only file one I539 for both of my parents? Thank you very much.
