I had same experience before

1. You can start working as soon as H1 (transfer) application is filed. but you don't have to start working for new company immediately after filing.
2. Timing wise, the best is to file application and then submit leave notice and after last day working in old company, start working for new company immediately.

just my experience 4 years ago.
