yes, both NCs are clear.

if your RD already behind process date, then ask help from Senator/congressman will help (keep all receipt).

if still can't solve the problem, then typically means they may mess up your file and no one want to clear someone else mess. your case just hang over there forever. That leave WOM is the only way to push.
