今天拿到Welcome Notice. 怎么知道NC是否通过?

今天收到书面PR的Welcome Notice,EB3,RD 06/08/07,PD 10/02.
因为有Memo的典故,不知NC是否通过,上面一句也没提。是否不提就说明NC也已过了?
