Urgent help: how to do NIW I-140 appeal?

NIW 140 申请
2006/08/30 receipt date (NSC)
2008/01/10 received RFE
2008/02/29 submitted RFE
2008/04/22 my application denied.

My personal information:

Journal publications: 7 (3 first author), Citation: 20, Conference: 10, One paper (the first author) was reported in European magzine.

Please give me suggestion on whether I need to file appeal for my case or I need to file a new NIW case. How long it will take for AAO to process appeal? Thank you for your answer and support.
