急:探亲据签,'cancel without ...

岳父母探亲被据。几乎没看材料，只问了以前有没去过美国。回答说去过两次(2000年和2002年，各半年)。然后问女儿有没回过国。回答说回过(我老婆5月底刚返签成功H4)。签证官在电脑里捣了半天，说他们不符合去美国的条件。没有具体原因如移民倾向之类，而是在他们以前的签证上盖戳 'Cancel without prejudice'。
谁知道这究竟是什么意思？
