I want to join the discussion because I am apply for travel permit for my daughter. Per 3/18/2008 lastest updates, there is no more mail service. But my question is :

can we authorize my brother in Houston to submit or have to be there physically? Why visa application can be done by others while a children travel permit has to be physically presented?
