I 539 questions.

It seems that I539 processing in TX center is very slow now. I may miss the begining of the semester. Anybody got it approved recently? Please share your information.
Question2.
Are there any possibilities to withdraw the I539 application?
Question3.
If I change to the other school, do I need to file the other I539 application?
