question for PJ and XBT please re parents' greencard

I have concurrently filed I-130 and I-485 for my parents. My mother's case was transferred to CSC. My father's case remained in NBC. I looked up the USCIS website and found out that CSC only process I-130 but not family based I-485 and NBC process neither. Could either of you please share some insights on the flow of I-130 and family based I-485 approval process? Thanks very much.
