I applied 加拿大的签证 for my parents in 美国 after they arrive in US. I mailed the application materials and their passports to the Canada Consulate in US, and didn't go to the consulate in person. You may write a letter to the visa officer, indicating your travel plan to Canada, and sufficient bank statement (show that you have sufficient money for the trip).
