The Memo does not work at all. GC approval still needs clearance of FBI name check. If you look at recent news from USCIS and FBI about joint effort to eliminate the name check backlog, you will find what's going on there. The Memo is just a response from CIS to a class law suit in Pen ended last month. I am EB1 waiting for 2.5 years at TSC. The April 30 deadline is a joke and a beautiful lie.
