What's the difference btw 485 Welcome Notice and Approval Notice

I am just wondering what's the difference between 485 Welcome notice and Approval Notice? I got both Approval notice and Card Production Order message, but have not got Welcome Notice so far, just curious about it.

It would be appreciated if anyone would like to help clarify it.
