If your H-1 ext has been approved prior to his return, he will receive an I-94 matches your stay which is 2011. Has H-1 ext not approved yet, he will receive the I-94 of 2008.

Either case, he does not need to present his H-4 ext approval notice.

In case he receives an I-94 of 08, he is legal to stay till 2011 provided his H-4 ext is approved, with nothing else to do.
