USCIS 的FAX为什么总是发不过去？

今天试着不同时间，共5次发传真给USCIS， FAX #: 214-962-2632. 号码肯定没有错误，但总是发不过去。提示：NO RESPONSE/BUSY. 难道一直在占线？

那位高人，知道怎么回事吗？
