xiaobaitu, please clarify

刚看到xiaobaitu的其中一个回贴说：“如果符合EB1要求，可以直接在TN基础上递交I-140/I-485”。学校办绿卡的负责人说TN不可以直接递I-485。必须先转H，或者走CP。到底谁对呢？谢谢！
