about LC in New York state ,

when I asked my lawyer about case number or receipt ,she always said there was no case number/or receipt from NY labor department yet , is that true ?

Meanwhile I have another situation : my company filed LC on EB3 last year for me , this year they filed LC for me again on EB2 (I asked them to cancelled
1st one and filed new one) ,since no confirmation from NY state, so I asked my lawyer,and my lawyer said when state labor department open my case ,they will find out we have 2 applications ,and will ask which one we want , at that time , we can decide which one to go ?

Does anybody have idea about my situation?
(by the way ,my company is a huge company , we have dedicated law firm )
