问Pjing：签证申请表 DS-156 上有一问 - 回复：没有什么是不可能的

I got my H1-B approval notice and plan to go back to China for H1-B visa in May. My employer and attorney will start to apply PERM for me (for EB-2) before my trip.

Should I answer "Yes " or "No" to that question on DS-156?
I guess "No" before filing I-140 or I-485, since PERM is not immigration yet. Is my understanding correct?
