I have traveled to Canada too 2 years ago. Based on what my understanding the regulation by then, the border officer has legitimate reason to reject you (unfortunatly), because you have not H1 approval document. remember those officers totally rely on the official documents to make judgement. If would be good if you had asked in this forum or similar forum for advise before you leave. Most of people would say you have high chance to get trouble.
