为什么uscis 不能公布vb的算法？

现在的vb有太多的人为暗箱操作。为什么不能公布vb的同时，公布一下怎么算出来的？每个国家有多少需求，多少名额都是很容易搞清楚的啊？现在的计算机技术，是可以精确倒天，每个名额的。强烈要求联名上访。
