Strongly agree with Pjiang. qualified under NC memo, you'd be approved at any time now. No need to doubt. If you ask about your NC status, local office would tell you it doesn't matter any more. I think you should know what that means. So memo in effect is for sure. The only thing uncertain is the time. Now, 4/30, three months...? Not sure. It would all depend on how fast IOs work on these cases and how lucky you can be.
